A cylinder rotates around an axis offset from its own axis. As the cylinder rotates, the distance of its surface to the axis of rotation varies depending on the eccentricity, causing a tappet with a rod pushed against the cylinder's surface to move up and down. This arrangement converts rotary motion to alternating linear motion.
