A standard way to control tone in black and white photography is to take pictures through colored filters. After adjusting for exposure, the filters have the effect of making subjects of color similar to the filter relatively brighter than subjects that are different in color.
For example, a red filter will make white clouds stand out against a blue sky.
Try different colored filters on this sample photograph.
