firstly define f1.then define f2 which use f1,

f1[x_]:=x^2+1;
In[]:=
f2[vendorModel_Function,models_]:=Module[{ts},ts=models//Map[vendorModel];ts];
In[]:=
f2[f1,{3,4}]
Out[]=
f2[f1,{3,4}]
In[]:=
{3,4}//Map[f1]
Out[]=
{10,17}
that is ok if i run separately. why f2 can not be calculated as i want.
